No Mere Morality

Paul tells us that all people have God's law written on their hearts, but how can that be, the Law of Moses was given only to Israel. So what does Paul mean? How can Jew and Gentile be judged upon the same standard if only the Jews have the Law of Moses? By what standard of right and wrong will the Gentiles, that's you and me, be judged? One thing's for sure, it won't be on the basis of mere morality.
